Ragasa Weakens to Tropical Storm as South China Begins Cleanup

Taiwan now reports 14 dead in Hualien following the barrier lake failure.

  • Ragasa made landfall near Hailing Island in Yangjiang with sustained winds around 144–145 km/h, then came ashore again in Beihai, Guangxi, before tracking west toward Vietnam as a weakening system.
  • Vietnam’s prime minister ordered preparations for heavy rain, flood protection and potential evacuations as forecasters warn of ongoing rainfall risks.
  • Hong Kong imposed Signal No. 10 for most of Wednesday, treated more than 100 injuries and is restoring services with flights resuming, tree clearing underway and some schools still closed under Signal No. 3.
