R&A Announces The Open Commitment Code for Royal Birkdale

Organisers will enforce five behaviour principles through ticket terms, on-site stewarding, signage, digital communications to protect players, officials and the course.

  • The R&A announced Wednesday that it will introduce 'The Open Commitment', a five-point fan code of conduct to be applied at the 154th Open at Royal Birkdale.
  • The code lists Respect the Players, Respect the Links, Respect Each Other, Be Aware and Enjoy Responsibly and makes attendance conditional on agreeing to the rules.
  • The policy includes a zero-tolerance line for threatening or discriminatory abuse and states serious or repeated breaches may lead to ejection from the course.
  • Organisers say the rules will be communicated before and during the tournament via tickets, on-site signage and digital channels and that stewards will be empowered to enforce them.
  • The move responds to a string of recent crowd incidents at majors, including the 2026 U.S. Open and the 2025 Ryder Cup, and is intended to protect the sport’s traditional atmosphere as more than 300,000 spectators are expected.
