Overview

• The Queensland Audit Office found TMR did not effectively identify or manage ethical risks in its AI-powered mobile phone and seatbelt camera program and its QChat tool.
• In 2024 the system ran over 208 million AI assessments, leading to about 137,000 human reviews and roughly 114,000 fines that generated more than $137 million.
• Auditors flagged risks including inaccurate image recognition, privacy impacts, weak photo handling and storage practices, and an inadequate human-in-the-loop process.
• The audit noted the program was implemented before Queensland’s current AI governance policy and that the policy owner has limited visibility into agency AI use.
• TMR accepted all recommendations and is developing an AI Strategic Roadmap through 2028, while its vendor-run workflow and multi-stage human reviews remain under scrutiny.
