Putin Signs Laws Limiting Foreign Court Reach, Curbing Transfers of Extremists and Foreign Inmates

The measures tighten Russia’s recognition of external rulings, centralizing prisoner placement and transfer decisions in FSIN.

Overview

  • The non-recognition law bars execution in Russia of decisions by foreign criminal courts and international tribunals whose jurisdiction lacks a Russian treaty basis or a UN Security Council Chapter VII mandate.
  • Rulings from bodies operating under Russian-ratified agreements or Chapter VII resolutions remain eligible for enforcement under existing obligations.
  • A separate law directs that convicted extremists, foreign citizens, and stateless persons serve sentences in institutions designated by the Federal Penitentiary Service, with any transfers permitted only by FSIN decision.
  • The transfer restrictions enter into force 180 days after official publication, per the text.
  • Both statutes were signed by President Vladimir Putin and published on the official legal-acts portal on December 29, 2025, as reported by RIA Novosti.
