Overview
- The law permits municipal solid waste disposal at facilities that were operating as of January 1, 2019, including those not in the state register or that exceeded design capacity, through January 1, 2028.
- Eligibility depends on inclusion in a special regional list based on a favorable conclusion from the Environment Ministry and a modernization plan approved by the region’s top official and agreed with the Russian Environmental Operator.
- Facilities added to the list must be incorporated into territorial waste-management schemes and are removed if plan deadlines are missed, which ends their right to accept waste.
- The Environment Ministry will set procedures for forming and amending the lists, define inclusion criteria and plan requirements, coordinate with the Russian Environmental Operator, and monitor implementation.
- Transition timelines are extended, with best available technology requirements deferred to March 31, 2027, and a specific eco‑fee rule for imports from outside the EAEU postponed to January 1, 2028.
