• Caracas mayor Carmen Meléndez received the Order of Friendship for preserving and promoting the Russian language and culture abroad.
• German pianist and conductor Justus Franz was also awarded the Order of Friendship, with Italian journalist Eliseo Bertolazi and Sri Lankan Russian Geographical Society chair Saman Kumaru Ranjit Wirasinha likewise named.
• Artist Alexander Marshal was granted the Order “For Merits in Culture and Art” for longstanding contributions to Russian arts.
• World War II veteran Mikhail Peimer of Yaroslavl received the Order of Friendship for work in patriotic education, and the heads of the Belovsky and Sudzhansky districts in Kursk region were awarded the Orders of Courage.
