Putin Begins State Visit to Tajikistan for RussiaCentral Asia Summit and CIS Talks

Rights groups are pressing Tajikistan to honor an ICC warrant for Putin.

Overview

  • Putin opened a three-day state visit in Dushanbe with meetings and ceremonies with President Emomali Rahmon, with a joint statement and roughly 15 bilateral documents expected.
  • On October 9 he will meet the leaders of Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan and Tajikistan at the second Russia–Central Asia summit.
  • Officials say the summit will adopt a final communique and a 2025–2027 action plan covering trade, energy, transport, migration and security with attention to Afghanistan and the Middle East.
  • On October 10 he is slated to join a CIS heads-of-state meeting focused on trade, investment and security, with about 20 documents expected and discussion of a possible “CIS Plus” format.
  • Human Rights Watch urged Tajikistan to deny entry or arrest Putin under the ICC warrant, but reporting indicates he faces little risk of detention given Tajikistan’s close ties to Russia and the court’s lack of enforcement power.
