Punjab Cabinet Officially Denotifies Land-Pooling Policy

The cabinet’s decision follows a High Court interim stay highlighting missing impact assessments, leading to the cancellation of land-pooling actions along with approval of cooperative law reforms.

Overview

  • Chief Minister Bhagwant Mann chaired the August 14 cabinet meeting that formally denotified the policy originally approved in May to pool about 65,000 acres, including nearly 46,000 acres in Ludhiana.
  • An August 11 order by Principal Secretary Vikas Garg reversed all letters of intent, registrations and other actions taken under the withdrawn land-pooling scheme.
  • On August 7, the Punjab and Haryana High Court imposed a four-week interim stay after finding procedural flaws and missing social and environmental impact assessments.
  • Farmer unions and opposition parties hailed the denotification as a victory, pressuring the government to pursue full legislative repeal and guarantees against any revival.
  • Alongside the rollback, the cabinet approved amendments to the Punjab Cooperative Societies Act, 1961, and created a new Panchayat Development Secretary post to strengthen rural governance.
