Puebla Judge Orders Pretrial Detention for Doctor Accused of Family Violence in Custody Case

Coordination by the Secretaría de las Mujeres enabled the children's restitution after nearly 98 days.

Overview

  • On August 21, a control judge at the Centro de Justicia Penal de Puebla ordered prisión preventiva oficiosa for Armando ‘N’ on a charge of violencia familiar.
  • The two children, a six-year-old girl and a two-year-old boy, were returned to their mother, September Vélez, after nearly 98 days apart.
  • Prior to this ruling, the defendant had been vinculado a proceso for sustracción de menores, and an amparo he sought was denied.
  • In July, the family-court judge handling a related case declined competence to order immediate restitution, and officials say the accused later pressed Vélez to accept a revictimizing agreement that would restrict her posts and seek closure of investigations.
  • Separate from the criminal proceedings, the Secretaría de Educación Pública filed a complaint alleging usurpation of profession for practicing as a gastroenterologist without the required specialty license.
