Sheinbaum Unveils 4-Point Recovery Plan as 20,000-Peso Payouts Begin Oct. 22 After Deadly Rains

  • Bienestar will start the initial MXN 20,000 payment on Oct. 22, with payouts Oct. 22–29 in Veracruz, Puebla, Querétaro and San Luis Potosí and Oct. 25–Nov. 5 in Hidalgo, notifying beneficiaries by SMS and local announcements; appliance and food vouchers are included.
  • A second stage will grant MXN 25,000, 40,000 or 70,000 per home based on damage, plus MXN 50,000 for small businesses, MXN 50,000–100,000 for farmers and ranchers, MXN 500,000 per damaged clinic and MXN 200,000 for 750 schools, alongside 50,000 temporary jobs at MXN 8,500 per month; the initial package is estimated near MXN 10 billion.
  • Recovery progress includes power restored to 98.7% of affected users and circulation reestablished on 1,061 km of federal roads, with isolated localities reduced from 288 to 119, though Veracruz reports 32 communities still cut off.
