PSOE Confirms Cash Payouts to Cerdán as UCO Flags Unexplained Ábalos Funds

Officials say the reimbursements were lawful, audited.

Overview

  • Party filings to the Supreme Court acknowledge more than 80 cash "expense liquidations" to Santos Cerdán since 2014, totaling about €30,000 in cash within a broader €119,950 in reimbursements.
  • Internal records reported by multiple outlets show Cerdán continued receiving cash through 2023–2024, with 21 payments in that span and some exceeding the €1,000 cash limit then in force.
  • The UCO’s October report details €19,638 paid in cash to José Luis Ábalos from 2017 to 2021, identifies around €60,270 in cash received by him between 2014 and 2024, and flags €8,550 in deposits tied to Koldo García that lack a clear origin.
  • Investigators also note messages and bank data suggesting Koldo García managed cash for Ábalos and used unaccounted cash to pay rent to him, while referencing periodic €10,000 deliveries described as "chistorras" in seized communications.
  • The Tribunal de Cuentas previously found deficiencies in PSOE accounts, including 232 bank accounts not recorded in 2019, as the government denies any irregular financing and the PP seeks a parliamentary appearance by Finance Minister María Jesús Montero; Ábalos is due to be questioned at the Supreme Court on October 15.
