PSOE Abstention Blocks Bullfighting ILP as Culture Minister Seeks New Path

The decision leaves bullfighting’s protected status intact despite a citizen petition backed by more than 700,000 signatures.

Overview

  • Congress rejected taking up the citizens’ bill to remove tauromaquia’s cultural heritage designation by 169 votes to 57, with 118 abstentions.
  • The PSOE shifted at the last minute from a planned yes to abstention, enabling defeat, while PP, Vox and UPN voted no and Sumar, Podemos, Junts, ERC, EH Bildu, PNV, BNG and Compromís backed it.
  • Culture Minister Ernest Urtasun said he is studying legal and parliamentary options to return a repeal initiative to the chamber.
  • Sumar leaders and Podemos denounced the abstention, with Yolanda Díaz and Urtasun calling it a missed opportunity and Ione Belarra condemning the move.
  • The ILP was led by the 'No es mi cultura' platform, which submitted 715,606 signatures gathered by roughly 3,000 volunteers to target the 2013 law that shields bullfighting.
