PSE Issues First Formal Apology to Monbar Victims' Families at Donostia Exhibition

The apology came at the opening of a Gogora exhibition that casts the 1985 Monbar killings as a breach of the rule of law.

  • Justice and Human Rights Minister María Jesús San José delivered the apology, citing four decades of institutional absence and social silence.
  • The exhibition, organized by the Basque Institute for Memory and Human Rights Gogora with Egiari Zor, opened in San Sebastián under the title “Hotel Monbar, 1985. 40 years of the largest GAL massacre.”
  • San José said the initiative denounces officials who acted outside the law, using state mechanisms to finance and maintain a terrorist organization.
  • Representatives from all parties in Gipuzkoa, from EH Bildu to the PP, attended alongside PSE leaders and Basque government officials including Denis Itxaso, Susana García, Javier Hurtado and Eneko Andueza.
  • The 1985 attack at the Hotel Monbar in Bayonne killed four ETA members, and around 23 relatives heard the apology at the exhibition’s opening.
