Prosecutors Seek 11 Years in Prison and Compulsory TBS for Vlaardingen Foster Parents

The demand centers on psychiatric findings that indicate high risk without intensive treatment.

Overview

  • The Public Prosecution Service asked the Rotterdam court to sentence Daisy W. and John van den B. to 11 years in prison plus TBS with involuntary treatment for prolonged abuse and neglect of foster children.
  • Experts from the Pieter Baan Centrum reported serious personality disorders in both defendants, with an additional aggression disorder for the man, and a very high risk of reoffending when together and caring for children.
  • Court-appointed curators said the 11-year-old primary victim’s rehabilitation has stopped, citing lasting physical and psychological damage and a need for 24-hour support.
  • Prosecutors introduced WhatsApp messages and video showing dehumanising language and coordination, and described confinement in a cage with an apparent power wire, starvation, beatings and medical neglect.
  • The charges also cover the girl’s half-sister and two Syrian boys; the exact cause of the girl’s acute injuries on 20 May 2024 remains unclear; the defense rejects involuntary TBS and will present pleas on Tuesday, with no verdict date set.
