Overview

• Femdo and court filings allege SSPE officers, vehicles and patrols were assigned on Hernán Bermúdez Requena’s orders to guard drug deliveries, kidnap victims and escort tanker trucks carrying stolen Pemex fuel.
• Investigative documents identify Daniel Hernández Montejo, known as El Prada, as coordinating cells and ordering levantones, including the December 2023 deprivation of liberty of two state police officers.
• Records state that José del Carmen Castillo Ramírez, La Rana, acting as an SSPE commissioner since January 2020, enabled the assignment of police and patrols to operators Ulises Pinto Madera and Hernández Montejo.
• Businessman Ramón Martínez Armengol testified he was forced to sell three fuel tankers weekly at 15–16 pesos per liter, deliver half the proceeds to Bermúdez, and later was kidnapped, beaten and coerced to sign over most of his station.
• The FGR and the Army seized Martínez’s gas station on February 28, Bermúdez is held in a maximum-security prison on organized crime, extortion, express kidnapping and criminal association charges, and hearings will proceed virtually.
