Prosecutors Detail Alleged S/2.3 Million Bribes as They Seek 15 Years for Martín Vizcarra

The court set November 20 for the former president’s final defense before scheduling the verdict.

Overview

  • Prosecutors ratified a 15-year prison request, alleging S/1 million from Obrainsa for Lomas de Ilo and S/1.3 million from ICCGSA for the Moquegua hospital, with civil reparations of more than S/4.6 million.
  • The case outline cites a reconstructed money route from late 2013 to 2014 based on calls, meetings, UNOPS records, contract readjustments, accounting movements and cooperating witnesses.
  • The Ministerio Público asked that any conviction be executed immediately without waiting for appeals, citing risk of influence over witnesses.
  • Vizcarra’s lawyer, Erwin Siccha, called the assertions arbitrary, denied any unexplained wealth, and said prosecutors never requested his client’s accounting documents.
  • The tribunal will hear nearly two hours of defense arguments on Nov. 20, followed by up to 15 minutes for Vizcarra’s own statement, while ONPE has already rejected his Perú Primero pre-candidacy due to ineligibility.
