Overview

  • On July 22, a first-grade inmate in module 19 forced open his mechanized cell door from the inside and attempted to assault another prisoner.
  • Modules 19 and 28 rely on a 2009 Tragsa-installed mechanized lock system that resists external breach, yet inmates have repeatedly forced it open from inside.
  • Acaip-UGT has formally requested the immediate transfer of all first-grade and FIES inmates from those modules and their urgent closure for a complete security overhaul.
  • The union warns that temporary patches such as added reinforcements and padlocks have failed to address the modules’ structural vulnerabilities.
  • Spain’s prison system faces more than 4,000 staffing vacancies and has not implemented prior Ombudsman recommendations to shutter unsafe high-security units.
