PRI Files Bill to Fine Grito Protocol Errors and Standardize Wording

The proposal responds to viral errors in this year’s ceremonies, with enforcement by the Interior Ministry.

  • The PRI caucus submitted the initiative in the Chamber of Deputies on September 30.
  • The bill would amend Articles 51 and 56 of the Law on the National Shield, Flag and Anthem to mandate a strict protocol and a set list of phrases for the Grito, including calls to Miguel Hidalgo, José María Morelos, Josefa Ortiz de Domínguez, Leona Vicario and others.
  • The text prohibits expressions that convey hate or discrimination or that amount to personalized promotion, advertising or political-electoral messaging during the ceremony.
  • Officials covered include the president, governors, mayors, ambassadors and consuls, with penalties ranging from an admonition to fines of up to 103,000 pesos for altering the protocol or misnaming national heroes.
  • PRI Deputy Abigail Arredondo presented a 'Vergüenza Nacional' video of recent gaffes as justification, and the proposal states that the Interior Ministry (Segob) would apply any sanctions, which are not in force unless the initiative becomes law.
