PPA, Odisha Maritime Board and Sagarmala Finance Corp Sign MoU for 150‑MMTPA Bahuda Satellite Port

Partners will constitute an SPV led by PPA with DPR preparation now being fast-tracked.

Overview

  • The agreement covers a new all‑weather Greenfield satellite port at Bahuda Muhana in Odisha’s Ganjam district.
  • The project is scoped at roughly 150 million tonnes per annum with an estimated investment of about Rs 21,500 crore, including four docks and zones for port‑led industry.
  • The MoU provides for an SPV to execute, finance, build and operate the port, with OMB facilitating state approvals and connectivity and SMFCL arranging financial and quasi‑equity support toward closure.
  • PPA says initial land surveys are complete, rights for required geo‑surveys and satellite‑port notification are in hand, and a DPR consultancy award is targeted within a week.
  • The Salt Department has transferred 5,005.195 acres to the Ports Ministry for the project, Visakhapatnam Port may join after Andhra Pradesh finalizes land allotment, and Odisha separately announced a Rs 24,700 crore Kendrapada shipbuilding cluster as part of pacts reported at Rs 46,200 crore.
