Power Restored to 99% in Sakhalin After Grid Fault Tied to Broken Lightning Wire

Investigators are examining why primary protections misoperated after a broken lightning wire triggered a cascading shutdown.

Overview

  • Regional authorities said a grounding lightning wire on a line between the Central and Yuzhno-Sakhalinsk substations broke and fell onto conductors, activating automatic protections and splitting the grid.
  • Anti-emergency automation reduced Yuzhno-Sakhalinsk TPP-1 to house load, isolating parts of the system during the event.
  • Sakhalinenergo reported about 277 MW of roughly 340 MW demand was curtailed at the peak, while the Noglinskaya gas plant continued supplying northern areas.
  • Outages affected Yuzhno-Sakhalinsk’s 9th, 12th and 13th microdistricts as well as Dalnee, Poronaysk, Makarov, Uglegorsk, Kholmsk, Tomari and Korsakov.
  • By 15:30 local time, service was restored to 99% of consumers and main high-voltage lines were energized, with crews repairing two 6–10 kV sections and a technical probe under way.
