Schubert's leadership has been under scrutiny due to a VIP-ticket controversy and broader criticisms of his governance, including alleged poor personnel management.
To remove Schubert from office, at least 25% of eligible voters must cast 'Yes' votes, and those votes must form a majority of the total cast.
The referendum is expected to cost approximately 250,000 euros, with voting notifications being sent to eligible citizens starting April 14.
