PostNL Sees Sharp Fall in Asian Parcels After EU Import Fee

The drop has forced the company to seek €80 million in state compensation and delay a planned switch to three‑day mail delivery until at least January 2028.

Overview

  • EU rules introduced a €3 charge on parcels from outside the bloc that took effect on 1 July 2026 and will add a further €2 surcharge from November, raising the cost of low‑value imports.
  • PostNL reported that shipments from Asia fell nearly 32 percent year‑on‑year in the third quarter, while total parcel volume rose about 2 percent because small 'brievenbuspakketten' were reclassified into the parcel division.
  • The company has formally asked the Dutch state for €80 million to cover rising costs for legally required postal delivery and is pursuing legal action over earlier subsidy rejections.
  • PostNL now says it cannot implement three‑day standard post delivery in 2027 and expects the earliest practical start to be January 2028 because the change requires legal approval and preparation time.
  • To adapt commercially, PostNL will add about €50 million of investment in 2027–2028 to expand parcel lockers and out‑of‑home pickup, with a target to lift self‑collection from 13 percent to roughly 40 percent of parcels by 2031.
