Port of Los Angeles Stays Open During Shutdown as Tariff Risks Darken Q4 Outlook

Port leaders now expect softer fourth-quarter volumes due to tariff uncertainty.

Overview

  • Operations continue at the nation’s busiest container gateway on day 15 of the federal shutdown, with Customs and Border Protection maintaining core functions even as some non-essential personnel are affected.
  • The port moved 2.9 million TEUs in the third quarter, its best three-month span on record, bringing year-to-date throughput to 7,817,057 TEUs, a 3% increase over 2024.
  • September volume fell 7.5% year over year to 883,053 TEUs, including 460,044 loaded imports (down 7.6%), 114,693 loaded exports (roughly flat), and 308,317 empty containers (down 10%).
  • Port leadership forecasts lower imports in the fourth quarter after shippers front-loaded cargo earlier this year in response to shifting tariff deadlines.
  • President Donald Trump announced a 100% tariff on goods from China slated for Nov. 1, and officials warn costs could rise because about 20% of calling vessels and some cranes and cargo-handling equipment are manufactured in China.
