The theft occurred between 11:00 and 13:15 on Tuesday at the Police Superintendents' Association's annual event.
Warwickshire Police are investigating the incident and have arrested a 56-year-old man from Coventry, who has been released on bail.
In her speech, Dame Diana criticized the rise in anti-social behavior, theft, and shoplifting under Conservative governance.
No security risks have been identified following the theft, according to the Home Office.
