Police Roll Out Halloween Dispersal Zones Across Merseyside and Surrey, Fleet Order Starts Friday

Police cite recent spikes in antisocial behaviour, including plans for an unlicensed party in Spelthorne.

Overview

  • Merseyside has 12 dispersal zones covering Liverpool, Sefton and Knowsley from October 30 to November 1 to deter Mischief Night disorder.
  • Surrey Police imposed a 48-hour order across Spelthorne from noon October 30 to noon November 1 to pre-empt a large unlicensed Halloween party.
  • Hampshire Police authorized a dispersal zone in Fleet from 12pm October 31 to 5am November 2 after reports of shoplifting, abuse, bikes and e-scooters in a mall, graffiti and night-time incidents.
  • Section 34/35 powers let officers direct people to leave defined areas for up to 48 hours, seize items linked to anti-social behaviour and arrest those who return after being told to go.
  • Forces plan high-visibility patrols, stop-searches and group dispersals and urge reports of unlicensed events or disorder via force websites, social media, 101 or Crimestoppers.
