• Beth Bourne, a Moms for Liberty chapter chair, removed outer clothing to a bikini during public comment at a Sept. 18 Davis Joint Unified School Board meeting to protest locker-room access policies.
• Davis Police documented the incident to assess whether it meets Penal Code 403 for willfully disturbing a lawful meeting, according to Lt. John Evans.
• After an initial recess, Bourne was allowed to resume remarks; a second attempt to disrobe prompted another recess and she was later escorted from the building by police.
• Board President Joe DiNunzio said public presentations must follow procedures and that the chair may pause proceedings and ask disruptive attendees to leave.
• Trustee Cecilia Escamilla-Greenwald said the board will meet with legal counsel on next steps, while Bourne says she is consulting an attorney and has attended monthly meetings for three years to press her case.
