Police Find Two Dead in McKinney Home After Welfare Check, Armed Son Shot and Charged

Investigators report an active case with no ongoing threat to the public.

  • Officers found Leonard “Frank” Ragan, 73, a former McKinney city manager, and his wife, Jackie Ragan, 72, dead in the living room.
  • While clearing the house, police encountered their son, 34-year-old Bryce Ragan, armed with a long gun; two officers shot him and then provided lifesaving aid.
  • He was taken to a hospital in stable condition and is now charged with capital murder of multiple persons plus three counts of aggravated assault of a public servant.
