Overview
- A Polícia Federal produced a 218-page intelligence report from Daniel Vorcaro’s cellphone that identified a contact saved as “Alexandre de Moraes BRASILIA” and compiled messages the PF says link Vorcaro to the minister.
- The plenary is deciding whether to open an investigation into Moraes based on that report in a session held Tuesday, with President Edson Fachin having assumed case management and ordered progressive lifting of secrecy on related documents.
- The report’s provenance and legal value are contested because it was an intelligence product and the Prosecutor General has sought nullity of some procedures on chain-of-custody and jurisdictional grounds.
- Copies of the Vorcaro extraction were delivered to select ministers’ offices on Sept. 13–14 after the PF said it could provide identical copies without harming custody rules, sparking debate over access and possible trial timing.
- The dispute has split the court, produced recusals by multiple ministers, set a separate plenary on accusations against André Mendonça for Sept. 23, and drawn sharp political reactions including calls for full secrecy breaks and public attacks from presidential candidates.
