PNGRB Proposes LPG Interoperability To Let Consumers Switch Suppliers

The regulator opened a public consultation to improve continuity of LPG refills.

Overview

  • PNGRB issued a public notice on September 28 proposing an LPG Interoperability Framework and invited stakeholder comments by mid-October.
  • The plan would allow temporary refills from the nearest distributor regardless of company during disruptions and enable permanent migration without replacing equipment.
  • The regulator cites over 32 crore LPG connections alongside more than 17 lakh consumer grievances annually as justification for the proposal.
  • Recent reports of supply disruptions and weeks-long refill delays in some regions prompted a continuity-focused response.
  • A 2013–14 portability effort let users switch only between dealers of the same company due to legal limits, while the new proposal is framed as inter-company portability similar to mobile number portability.
