Planned Parenthood of Wisconsin to Pause Abortion Appointments Oct. 1 as Medicaid Cutoff Takes Effect

A federal appeals court cleared a one-year Medicaid ban on abortion providers that triggered the pause.

Overview

  • The organization will schedule through Sept. 30 and then temporarily stop abortion appointments starting Oct. 1 while pursuing legal and operational paths to resume care.
  • The new federal law bars Medicaid reimbursements for one year to providers that offer abortions and received more than $800,000 in Medicaid funds in 2023, even though Medicaid already does not cover most abortions under the Hyde Amendment.
  • The First U.S. Circuit Court of Appeals this month allowed enforcement by lifting a lower-court injunction, so litigation continues as the restriction takes effect.
  • Planned Parenthood of Wisconsin serves about 50,000 patients statewide, roughly 60% on Medicaid, and says its 22 health centers will remain open for other services; abortions had been offered at three sites in Milwaukee, Madison, and Sheboygan.
  • Referrals are being coordinated to independent clinics in Milwaukee and to providers in Illinois and Minnesota, and Illinois officials and providers say they are preparing for increased patient demand.
