Plan Michoacán Commits Over 60 Billion Pesos and 100 Actions, Rejects 'Virrey' Model

Coordination shifts to a security cabinet with biweekly presidential reviews.

Overview

  • Governor Alfredo Ramírez Bedolla said no single federal commissioner will be sent to Michoacán under the plan.
  • Security coordination will rest with a cabinet including the Guardia Civil, municipal police, National Guard, Navy, state prosecutor’s office, Sedena, the 43rd Military Zone, the 21st and 12th Military Regions, federal security secretary Omar García Harfuch, and the governor.
  • The initiative allocates more than 60 billion pesos to a package of 100 actions under the Plan Michoacán por la Paz y la Justicia.
  • The presidency will review progress every 15 days, with the plan shaped through roughly 20 meetings with social sectors.
  • Funding will combine federal, state and private resources, and Bedolla framed the strategy as a break from Calderón’s militarized approach and Peña Nieto’s commissioner model.
