Piura Fishermen Mount 48-Hour Strike Over Pota Quota as Clashes and Roadblocks Grip Paita and Sechura

Produce leaders will travel to Piura to set up a technical dialogue table in response to the unrest.

Overview

  • Artisanal crews launched a two-day stoppage on Sept. 30–Oct. 1 to protest a Produce resolution that caps the giant squid catch at about 42,000 tonnes for the rest of 2025.
  • Roadblocks were reported on the Piura–Catacaos route and at multiple access points to Paita and Sechura, with local media describing Paita as largely isolated and its port operations halted.
  • Police used tear gas to disperse pickets and detained protesters, while UGELs in Paita and Sechura suspended classes and a Paita hospital limited services to emergencies.
  • Fisher leaders say the quota and a single permitted departure would be exhausted in days, and they seek a larger exceptional allowance plus at least two departures per month.
  • Authorities committed to install an on-site working group to address demands, as isolated violence was reported, including a fire set at the Euroandinos facility gate in Paita.
