Turnbull had been optioned to Triple-A Toledo but had not reported to his new assignment.
The Tigers had a lengthy conversation with Turnbull about adjustments they wanted him to make on the mound before he disclosed his neck discomfort.
Turnbull's injury is believed to be related to a ligament in his neck and he has switched agents to Scott Boras to expedite his medical review.
The Tigers have rescinded Turnbull's option and placed him on the major-league injured list retroactive to Sunday.
