PIP Eligibility Changes Paused After Clause Dropped as Timms Leads Co-Produced Review

A co-produced review led by Sir Stephen Timms will determine any future eligibility rules.

Overview

  • DWP says no new PIP eligibility rules will take effect until the review concludes, which is expected by next autumn.
  • Clause 5, which proposed a four-point minimum in one daily living activity, has been removed from the Universal Credit and PIP Bill in Committee.
  • The review will examine the mobility component and gateway entitlements, with officials confirming scrutiny of links to schemes such as Motability and Blue Badges.
  • Latest DWP data shows more than 3.8 million people receive PIP in Great Britain, about 484,055 people in Scotland get ADP, and roughly 140,000 PIP claims are under review including 32,000 change-of-circumstance cases.
  • The Scottish Government says ADP will not be cut and is unaffected by planned PIP changes, with transfers from PIP to ADP completed as DWP pledges to work with devolved administrations.
