PIP Awards Fall to 41% as DWP Toughens Reviews and Think Tank Targets Mental-Health Claims

New data for the quarter to July 2025 show fewer approvals alongside harsher review outcomes following proposals to remove support from milder cases.

  • In the quarter to July 2025, 210,000 new PIP claims were made, down 3% year on year, with the success rate falling to 41% when withdrawn claims are excluded.
  • Only 66.47% of planned award reviews kept the same or higher award in the latest quarter, compared with a five-year average of 76%, while DLA-to-PIP reassessment success fell to 72%.
  • The DWP processed more existing cases, with planned award review clearances up 49%, changes of circumstance up 26%, and DLA-to-PIP reassessments up 12%.
  • The Centre for Social Justice urges removing PIP from milder anxiety, depression and ADHD cases and reducing remaining awards to £103 a week, estimating £7.4bn savings by 2029/30 and proposing under‑22s be excluded from the Universal Credit sickness element.
  • Inclusion London condemned the tightening as harmful for disabled people, while a government spokesperson said reforms aim to support people into work and are backed by £1bn in additional employment support funding.
