PIP Approvals Fall to 41% in Latest Quarter as Think Tank Urges Cuts to Milder Mental-Health Awards

A CSJ plan to remove eligibility for milder anxiety, depression or ADHD, touted to save £7.4bn by 2029/30, triggers warnings from disability groups.

  • DWP figures for the quarter to July 2025 record 210,000 new PIP claims, down 3% year on year, with 3.7 million people receiving PIP in England and Wales as of April 30.
  • The overall success rate excluding withdrawals declined to 41%, while the success rate after assessment slipped to 48% from 53% a year earlier.
  • Planned award reviews grew tougher, with only 66.47% resulting in the same or higher award versus a five-year rate of 76%, and 23,000 DLA-to-PIP reassessments posted a 72% success rate.
  • Operational effort shifted toward existing caseloads, with clearance volumes up 49% for planned reviews, 26% for changes of circumstance, and 12% for DLA reassessments.
  • The Centre for Social Justice proposes removing PIP for milder mental-health conditions and reducing payments for more severe cases to £103 per week, a reported plan condemned by Inclusion London.
