Pinellas County Opens People First Hurricane Recovery Applications

The county will steer most funding to low- and moderate-income residents.

  • Residents affected by Hurricanes Idalia, Helene and Milton can now apply for assistance, with St. Petersburg households directed to use the city’s separate Sunrise St. Pete program expected in November.
  • The initiative offers five aid streams covering homeowner rehabilitation and reconstruction, reimbursements for completed repairs, landlord support for affordable units, homebuyer assistance, and disaster-related expense reimbursement.
  • People First Help Centers are operating Monday through Friday from 8 a.m. to 5 p.m. at county locations in Clearwater and St. Petersburg, with additional pop-up sites planned.
  • Eligibility is income-based with published thresholds—for example, up to $87,600 for a single applicant seeking rehab, reimbursement or homebuyer aid, and $58,450 for disaster relief—and applicants must provide photo IDs and income verification such as W-2s, tax returns or benefit letters.
  • County leaders say they aim to move funds quickly and expect to get money to approved applicants by Christmas.
