Philadelphia Woman Arrested for Shooting Baby Over $100 Drug Debt

The 7-month-old was shot in the leg during an argument between the suspect and the child's father, who was the intended target.

Dominique Billips, 28, was arrested and charged with aggravated assault and other offenses.
The incident occurred on July 18 in the Holmesburg neighborhood of Northeast Philadelphia.
Surveillance footage shows Billips firing at the father and then at the mother and baby in a stroller.
The baby was taken to the hospital in stable condition and has since been discharged.
The parents initially fled the scene due to outstanding warrants for nonviolent crimes.
