PGR Asks Brazil’s Top Court to Reopen Bolsonaro Police-Interference Probe

The move asks the relator, Minister Alexandre de Moraes, to decide on returning the case to the Federal Police to test possible links to a parallel ABIN scheme.

Overview

  • Prosecutor General Paulo Gonet urged the Supreme Court to send the 2020 inquiry back to the Federal Police for complementary steps and a broader review of possible attempts to steer investigations using state machinery and clandestine data access.
  • The Federal Police closed the case in 2022 citing a lack of evidence, and the prior PGR leadership under Augusto Aras and Lindôra Araújo sought to archive the matter.
  • The inquiry stems from Sergio Moro’s 2020 allegations that Jair Bolsonaro pushed changes in PF leadership to obtain privileged information on probes involving allies and family, including exchanges the PGR cites from that period.
  • Gonet asked investigators to cross-check the file with probes into an alleged ‘parallel ABIN’ structure and related cases involving organized attacks on institutions, disinformation operations, and use of ABIN and the GSI.
  • If Moraes authorizes the reopening, the PF will report back on new diligences, after which the PGR said it will seek time for a fresh opinion, while a separate PGR complaint filed on September 22 targets Eduardo Bolsonaro and Paulo Figueiredo for alleged coercion involving pressure on U.S. authorities.
