PFA Threatens Legal Action as Premier League Sets Nov. 21 Vote on Spending Cap Plan

The union calls the anchoring cap an unlawful curb on player pay with knock-on risks for European competitiveness.

Overview

  • Top-flight clubs will decide on Nov. 21 whether to replace PSR with new controls, including a Top-to-Bottom Anchoring model and an 85% Squad Cost Ratio.
  • Anchoring would cap each club’s spend on wages, amortised transfers and agent fees at five times the bottom club’s central payout, which would have been roughly £550m last season.
  • PFA chief Maheta Molango says the cap cannot be imposed unilaterally and would face legal challenges, with the union retaining Nick De Marco KC.
  • Manchester City, Manchester United and Aston Villa are expected to oppose anchoring, and the outcome of the vote remains uncertain.
  • Draft sanctions include a six-point deduction for a second breach of the cap plus an extra point for every £6.5m overspent.
