Peru’s SUNEDU Grants Up to 12-Month Closure Extension for Denied-License Universities

The regulator set a 45-business-day window for institutions to request the exceptional measure under strict oversight to protect enrolled students.

  • The measure, formalized in Board Resolution No. 0035-2025-SUNEDU-CD published on December 31, allows a one-time extension of up to 12 months to the scheduled cessation of affected institutions.
  • The extension applies only to universities and graduate schools already in formal closure and is limited to enabling currently enrolled students to complete their programs without reinstating licenses or allowing new admissions.
  • To opt in, institutions must update their Operations Plan with a new closure date, file a budget annex that sustains teaching during the period, and submit an updated Form F1 affidavit.
  • Universities have 45 business days from the resolution’s entry into force to notify SUNEDU of their decision, with a same-day notification option if fewer than 45 days remain on the existing closure timeline.
  • SUNEDU’s Dirección de Evaluación will oversee compliance, and verification data indicate 7 institutions are still teaching 1,087 students, about 60% of whom need additional academic cycles, with a further 18,752 students lacking updated continuity information.
