Peru's SBS Dissolves Mi Empresa, Eases Cooperative Merger Rules, and Launches Interagency Cyber-Fraud Push

  • Through Resolución SBS N.° 03640-2025, the supervisor ordered the dissolution of Cooperativa Mi Empresa for inactivity and removed it from the national registry of non‑authorized credit unions.
  • Temporary administrators Ana Claudia Castro Rivas and Johnny José Luis Cortez Misad were appointed with powers to execute the dissolution, while the entity faces prohibitions on legal actions, payments, new liens, and precautionary measures.
  • A separate rule, Resolución SBS N° 03727-2025, allows cooperatives that merge or reorganize to request up to three years to meet certain limits and to count 10%–17.5% of eligible time deposits as patrimony depending on maturities.
  • The flexibilization also extends provisioning timetables by up to two years and limits the deposit‑to‑capital benefit for large Level 3 entities to amounts above FSDC coverage, subject to detailed plans and case‑by‑case SBS approval with potential extra restrictions for noncompliance.
  • SBS risk chief Óscar Basso said a high‑level committee with MEF, BCR and SMV is being formed to address cybersecurity with the goal of a short‑ to medium‑term real‑time monitoring center to detect and prevent fraud.
