Peru’s SBS Dissolves Acción Savings Cooperative for Inactivity

The move enforces reporting rules after the Arequipa co‑op failed to file two straight financial statements.

Overview

  • The Superintendency of Banking, Insurance and AFP (SBS), which published Resolución SBS No. 00870-2026 on Wednesday in El Peruano, dissolved the Acción savings and credit cooperative and opened a formal liquidation.
  • Regulators said the co‑op triggered the inactivity cause by not submitting required financial statements for two consecutive periods, missing June–December 2025 quarterly reports and a 10‑day extension that expired on March 10.
  • From now on, creditors cannot start or continue lawsuits or administrative collections, courts cannot enforce prior rulings, and no one may place new liens, make payments, or take precautionary measures using the co‑op’s assets.
  • The SBS named Carlos Enrique Montesinos Cáceres as temporary administrator and Silvia Beatriz Daza Robles as alternate, and it removed Acción from the national registry of co‑ops not authorized to take public deposits.
  • The entity remains legally in existence only to be wound down, it is no longer eligible to borrow, and any debts will accrue only legal interest, in a step media outlets frame as part of tighter oversight to protect users of cooperative lenders.
