Peru’s Reniec Authorizes Up to 470,000 Free Electronic ID Procedures in 2026

The program prioritizes underserved groups to strengthen identification coverage before the 2026 elections.

Overview

  • Reniec formalized the measure via Resolution Nº 000213-2025/JNAC/RENIEC, published in El Peruano, authorizing up to 470,000 free procedures from the first business day of January through December 31, 2026.
  • The waiver covers first-time registration, renewals, duplicates, photo updates, data rectifications and issuance of the electronic DNI, available in Reniec offices and identification campaigns nationwide.
  • Priority beneficiaries include children aged 0–16, people in poverty needing photo updates, adults who affirm organ and tissue donation, Armed Forces and National Police personnel for the 2026 electoral period, and persons with disabilities.
  • Operational rules provide on-site photo capture for applicants over seven years old, continued free birth and death registration at auxiliary hospital offices, and required injection and activation of digital certificates for full DNIe functionality with justified exceptions.
  • Funding comes from Reniec’s 2026 institutional budget with no extra Treasury funds, and the quota may increase if resources allow; over one million DNIe 3.0 cards with 64 security elements are already in circulation.
