Peru’s ONP Withdrawal Push Stalls as Congress Weighs 5, 4 or 2 UIT Proposals

No bill has cleared Congress, leaving rules and ONP procedures to be defined before any payout.

  • Lawmakers debated multiple 2025 bills to allow exceptional withdrawals for ONP affiliates and ex‑affiliates, with caps proposed at up to 5 UIT (~S/26,750), 4 UIT (~S/21,400) or 2 UIT (~S/10,700).
  • As of September 22–23, there is no enacted law authorizing a general ONP withdrawal, and measures still require Pleno approval, presidential promulgation and an operative regulation.
  • Any eventual law would need ONP to open application channels, verify contribution records, register bank details and stage disbursements before funds could be released.
  • Current ONP pension rules set by Law 32123 pay S/600 for 20 years of contributions, S/400 for 15–20 years and S/300 for 10 or 15 years, with a maximum pension of S/893 under Decreto Ley 19990.
  • The Bonificación por Edad Avanzada raises a retiree’s payment by 25% at age 80 automatically, and the economy minister has warned extraordinary AFP withdrawals could undercut access to such benefits.
