Peru’s National Police Classify Complaints Databases as Reserved for Five Years

Critics call the blanket secrecy unlawful under Peru’s transparency rules.

  • On Aug. 25, Resolución Directoral N° 009-2025-DIRTIC-PNP-SEC designated all information in the police complaints databases as reserved for a five-year period.
  • The order applies to the Sistema de Denuncias Policiales and the Sistema de Registro de Denuncias de Investigación Criminal in full.
  • Registration and custody of the restricted data were assigned to the Unidad de Recepción Documental of the PNP’s technology directorate, with the resolution signed by General Javier Manuel González Novoa after DIRTIC recommendations and a legal opinion dated Aug. 20 and Aug. 18.
  • The PNP argues the classification is necessary to safeguard investigations as well as public security, national security and democratic stability.
  • Legal experts and rights advocates warn the measure could limit access for prosecutors, journalists and human-rights organizations and obstruct scrutiny of complaints related to deaths in the 2022–2023 protests.
