Peru’s Mobile Carriers Press for New SIM Controls, Call for Multisector Task Force

The push follows emergency suspensions of 3,766 mobile lines linked to serious crimes.

Overview

  • AFIN urges creation of a multisector working table and proposes in-person revalidation for prepaid users holding more than 10 lines, coordinated with Reniec.
  • Operators want Osiptel to require automatic suspension or deactivation of prepaid SIMs with no usage or top-ups for three months to deter resale of pre-activated chips.
  • The plan would geolocate each seller and block any attempt to activate a SIM outside an authorized point of sale.
  • Carriers seek an interoperable API with Migraciones to run fingerprint and facial verification for foreign buyers during activation.
  • Osiptel, acting on requests from the National Police and the Public Ministry under Supreme Decree 124-2025-PCM, has ordered the suspension of 3,766 lines tied to extortion, kidnapping and other crimes.
