Peru’s First Citizen Innovation Index Finds Big Gap Between Learning and Community Action

The inaugural IIC establishes a baseline score and urges stronger networks, university links and problem‑based education to turn young urban Peruvians’ ideas into collective projects.

Overview

  • The Universidad Peruana de Ciencias Aplicadas and Ipsos Perú published the first Índice de Innovación Ciudadana on Wednesday, August 12, 2026, based on a survey of 1,000 urban connected Peruvians aged 18–45.
  • The index scored 66.35 out of 100 and shows high individual appetite for learning—88% say learning is important and 80% taught themselves something in the past year.
  • Despite strong idea generation, one in three respondents (33%) report having community improvement ideas that remain unimplemented and only 49% frequently put ideas into practice.
  • Collaboration indicators are mixed: 76% share what they learn, 70% propose improvements, but just 56% take part in collaborative projects, which experts say reveals network and emotional barriers to collective action.
  • The report defines three innovation maturity levels and recommends universities act as conveners while policy and education reforms focus on problem‑based learning and stronger links between citizens, firms and the state to help scale community solutions.
