Peru's Election Office Says Actas Processed as Public Recount Hearings Begin

Observed and contested ballots are now before special electoral panels for public review with the national electoral court setting December 6 for regional runoffs.

Overview

  • The National Office of Electoral Processes completed technical processing of actas from the 89,935 polling tables and has entered roughly 96.7–97.7% of votes into the central cómputo but says the full 100% count depends on resolutions of observed or contested actas.
  • Jurados Electorales Especiales began public recount hearings that are being live-streamed under a JNE schedule that allows sessions through October 28, with an initial program of about 105 hearings.
  • The Jurado Nacional de Elecciones fixed December 6, 2026 as the date for any required regional second-round elections after disagreeing with ONPE over an earlier November date.
  • Provisional ONPE tallies for Lima show Rafael López Aliaga narrowly ahead of Francis Allison at about 27.7% versus 26.8%, but those figures remain subject to change while JEE panels rule on observations and any appeals to the JNE.
  • Under Peru’s process, ODPE offices forward flagged actas to JEE panels for review, JEE rulings can be appealed to the JNE for final decisions, and final proclamations and the installation of local authorities will wait until that legal review is complete which delays when citizens will know who will govern locally.
