- The Permanent Commission may address bills and legislative resolutions already on the Pleno agenda or incorporated by agreement of the Junta de Portavoces.
- It is also empowered to process urgent proposals from the Executive under Article 105 of the Constitution.
- Excluded under Article 101 are constitutional reforms, international treaties, organic laws, the Budget Law and the Law of the General Account of the Republic.
